189 Davao Cops Head to BARMM as Massive Security Operation Builds for Historic Sept. 14 Elections
DAVAO CITY, PHILIPPINES — Nearly 200 police personnel from Davao City are preparing to head to the Bangsamoro Autonomous Region in Muslim Mindanao as security forces launch a massive operation ahead of BARMM's historic parliamentary elections on Sept. 14.
The Davao City Police Office (DCPO) is deploying 189 police personnel to augment the Police Regional Office-Bangsamoro Autonomous Region as authorities intensify preparations for the first regular parliamentary elections in BARMM.
The deployment comes amid heightened security concerns across the region, where authorities have identified 108 election areas of concern and mobilised thousands of police officers and military personnel to help protect voters, candidates and polling centres.
189 Davao cops ready for deployment
DCPO Director Police Colonel Peter Bauzon Madria personally inspected the equipment and readiness of the 189-member contingent on Sept. 5 at the DCPO Parade Ground inside Camp Capt. Domingo E. Leonor in Davao City.
The inspection covered:
- Tactical gear
- Personal protective equipment
- Operational equipment
- Deployment readiness
Madria also stressed the importance of discipline, preparedness and nonpartisan professionalism as the officers prepare to assist in securing the electoral process.
The contingent is scheduled for a formal send-off on Sept. 9 before proceeding to BARMM.
For the officers involved, this will not be an ordinary assignment.
They are being deployed for an election widely regarded as a major milestone in the political history of the Bangsamoro region.
Why this election is historic
BARMM voters will head to the polls on Sept. 14, 2026 to elect members of the Bangsamoro Parliament in the region's first regular parliamentary elections.
The polls were moved to Sept. 14 under Republic Act No. 12317, which extended the Bangsamoro transition period and reset the timetable for the regular parliamentary vote.
The elections will cover:
- Basilan
- Lanao del Sur
- Maguindanao del Norte

- Tawi-Tawi

Davao Region had already committed 400 personnel
The deployment of 189 DCPO personnel is only part of Davao Region's wider contribution to election security.
Back in July, Police Regional Office 11 announced plans to deploy 400 personnel from its headquarters, provincial and city police offices and the Regional Mobile Force Battalion to BARMM.
That means police forces from across the Davao Region are being tapped to help reinforce security operations.

Lanao del Sur has the highest concentration of areas classified as facing serious risks, while parts of Maguindanao and Basilan have also been placed under heightened monitoring.
The classifications do not automatically mean violence will occur.
But they do mean authorities believe additional security measures are necessary.

Thousands of police and soldiers being mobilised
The 189 officers from Davao City are joining a much larger security operation.

Marcos orders security agencies to ensure peaceful polls
President Ferdinand Marcos Jr. has directed law enforcement and security agencies to help ensure that the BARMM elections are peaceful, orderly and credible.
The government has ordered stronger coordination between:
- Philippine National Police
- Armed Forces of the Philippines
- Commission on Elections
- Other law enforcement agencies
Authorities are also intensifying operations against private armed groups and other potential security threats.
Joint security coordination centres are being used to improve communication and response before and during the elections.
Political neutrality is a major focus
For the 189 Davao police officers, security is not their only responsibility.
They have also been reminded to remain strictly nonpartisan.
Election deployments place police officers in politically sensitive environments, making neutrality essential to public trust.
Madria stressed professionalism and discipline during the pre-deployment inspection, underscoring that officers are being sent to protect the electoral process — not influence it.

Gun ban remains in effect
Authorities have also been enforcing an election gun ban across BARMM.
The gun ban took effect on July 16 and is scheduled to remain in force until Sept. 29, 2026, covering the election period.
Carrying firearms and other deadly weapons in public places is generally prohibited unless an individual has a valid Certificate of Authority from the Commission on Elections.
Police have urged travellers and residents to comply with the restrictions as checkpoints and other security measures are strengthened.
Sept. 14 declared special non-working day
To allow voters to participate in the historic elections, Sept. 14 has been declared a special non-working day in BARMM.
The declaration is intended to give registered voters more opportunity to travel to their assigned polling places and cast their ballots.
For the region's millions of registered voters, the day will mark an important step in the transition from the Bangsamoro's interim political arrangements toward a fully elected parliamentary government.
