# Cebu Plans Bulk Water Systems to Serve 15,000 Households

**CEBU, Philippines —** The Cebu Provincial Government is moving to expand its bulk water supply network, with proposed systems expected to serve around **15,000 households across five municipalities** as the province faces growing demand for reliable water sources.

The Cebu Provincial Inter-LGU Waterworks Systems Office (CPIWSO) currently serves **5,365 connections** in Carmen and Moalboal. Under the new plans presented to Governor Pamela Baricuatro, the province aims to nearly triple its current coverage.

## New water systems planned

CPIWSO has proposed new bulk water systems in **Oslob, Barili and Malabuyoc**, with completion targeted between **2027 and 2028**.

If approved and completed, the projects would bring the number of active provincial waterworks systems to seven by 2027.

The planned expansion is also expected to increase provincial waterworks revenues to around **P10 million per month** once the new systems become operational.

## Water demand continues to rise

The expansion comes as Cebu works to address a widening gap between water supply and demand.

CPIWSO currently operates facilities in Carmen and Moalboal, producing **six million liters and three million liters of water per day**, respectively.

Provincial officials have said Cebu's current water production meets only about half of local demand, while daily demand is projected to reach **400 million liters by 2033**.

The provincial government has also been using emergency funds and water trucks to assist communities affected by water shortages.

## Existing facilities to be upgraded

Aside from building new systems, the province plans to upgrade its existing Carmen and Moalboal facilities.

CPIWSO is also preparing to activate **Barili Cluster B**, which would extend water service to additional villages once the necessary permits are secured.

The office has identified other proposed projects in San Fernando, Alegria, Tabogon and Boljoon as part of the province's broader effort to increase water availability.

## Watershed protection remains a priority

Provincial officials stressed that expanding water infrastructure must go hand in hand with protecting Cebu's watersheds and other natural water sources.

CPIWSO is seeking additional personnel and a water resources monitoring network to improve management of local water sources. A proposal has also been raised to establish or reconstitute a **Cebu Watershed Authority**, potentially supported by a water levy on private contractors operating in the province.
