PNP Wants 2,000 More Cops in 2027 — But the ₱700-Million Hiring Plan Is Only Part of a Much Bigger Push
MANILA, Philippines — The Philippine National Police could add another 2,000 patrolmen and patrolwomen to its ranks in 2027 as the government moves to strengthen police visibility, emergency response and crime deterrence nationwide.
Under the proposed 2027 national budget, ₱697.18 million has been earmarked for the hiring of 2,000 additional police personnel, part of a broader increase in funding for the PNP as authorities seek to put more officers on the streets and improve police coverage across the country.
PNP chief Gen. Jose Melencio Nartatez Jr. welcomed the proposed recruitment, saying additional manpower would allow police units to respond faster to emergencies, strengthen law enforcement operations and maintain a greater presence in local communities.
“Every police officer counts in our mandate to serve and protect our people,” Nartatez said, adding that increasing manpower could strengthen police visibility and discourage criminal activity.
The Department of Budget and Management confirmed that the proposed ₱697.18-million recruitment allocation is specifically intended for 2,000 additional patrolmen and patrolwomen. A separate ₱2.186 billion has been proposed to fill existing vacant uniformed positions within the police force.
PNP budget climbs to ₱242.53 billion
The recruitment drive forms part of a wider expansion in government spending on the police.
For 2027, the PNP is proposed to receive ₱242.53 billion, up from approximately ₱226.55 billion in 2026.
Of that amount, about ₱210.55 billion would go to Personnel Services, according to the DBM.
The proposed spending package includes ₱100.55 billion for adjusted base pay and ₱28.67 billion for the ₱350 daily subsistence allowance of 224,421 PNP personnel.
The Philippine Star separately reported that the recruitment funding is expected to help address operational manpower gaps and improve the country's police-to-population ratio, while the additional officers could strengthen police visibility and crime deterrence.
2,000 more cops — again
The 2027 hiring proposal also comes after the government provided support for additional police manpower in 2026.
During Philippine National Police Day in January, President Ferdinand Marcos Jr. said the PNP's ₱226-billion 2026 budget would support the addition of at least 2,000 personnel, part of an effort to move the country closer to the government's target police-to-population ratio of one officer for every 500 people.
That means the latest proposal represents another manpower push as the government tries to expand the police force over successive budget cycles.
For communities where officers must cover large populations or geographical areas, the additional personnel could translate into more patrols and faster response times — although recruitment alone will not determine whether those improvements materialize.
Deployment, training, equipment and how effectively officers are distributed across police districts will also matter.
More than manpower
The proposed 2027 PNP budget is not focused solely on hiring.
The government is seeking ₱2 billion for the PNP Capability Enhancement Program, which covers areas including mobility, communications, firepower and anti-terrorism equipment.
Another ₱3.12 billion is proposed for information and communications technology, while approximately ₱1.499 billion is being sought for infrastructure projects.
Police personnel would also benefit from a planned 5-percent increase in base pay in 2027, part of the second tranche of an adjustment covering military and uniformed personnel. The higher compensation would come on top of the increased ₱350 daily subsistence allowance.
The compensation and manpower measures appear designed to address two sides of the same challenge: bringing more officers into the force while improving conditions for personnel already serving.
Will 2,000 more officers make a difference?
Nartatez argues that increasing manpower should give the PNP greater capacity to patrol communities, respond to calls for assistance and deter crimes.
“If we can add more personnel, police visibility and crime deterrence will improve,” he said.
But the ₱697.18-million recruitment plan remains part of the proposed 2027 national budget, meaning the funding must still go through the congressional budget process before becoming final.
If approved, the addition of 2,000 patrolmen and patrolwomen would mark another step in the government's push to expand the country's police presence.
The bigger question will come after the recruits enter the service: where the additional officers will be deployed — and whether Filipinos will actually feel the difference in police visibility, response times and public safety.
