# South Korea Takes a Major Step Toward Nuclear-Powered Submarines — But the IAEA Has One Critical Condition

South Korea has formally notified the International Atomic Energy Agency (IAEA) that it intends to begin consultations on a special safeguards arrangement for its planned nuclear-powered submarines, marking a significant step in Seoul’s long-running effort to develop a new generation of undersea military capability.

IAEA Director General Rafael Grossi announced the development during the agency’s Board of Governors meeting in Vienna. According to the IAEA chief, Seoul has notified the agency of its intention to begin consultations under **Article 14 of its Comprehensive Safeguards Agreement (CSA)**.

The move is important because South Korea is a non-nuclear-weapon state under the **Nuclear Non-Proliferation Treaty (NPT)**. Its proposed submarines would use nuclear material for naval propulsion rather than nuclear weapons, creating a complicated safeguards issue that must be addressed with the IAEA.

### What Article 14 means

Article 14 provides a framework for a country to use nuclear material for certain **non-nuclear military purposes**, including nuclear-powered naval propulsion, through an arrangement with the IAEA.

That does not give South Korea permission to develop nuclear weapons.

Instead, Seoul must establish procedures that allow the IAEA to verify that nuclear material used for the submarine program is not diverted to weapons development.

South Korea has also reaffirmed its commitment to its obligations under the NPT, its Comprehensive Safeguards Agreement and the Additional Protocol, while providing the IAEA with relevant declarations.

A South Korean Foreign Ministry official said Seoul is proceeding with the necessary procedures to demonstrate that it is taking a transparent approach.

## Why the submarine program matters

South Korea has been seeking nuclear-powered submarines as it faces an increasingly complicated security environment surrounding the Korean Peninsula.

Unlike conventional submarines, nuclear-powered vessels can remain submerged for substantially longer periods and can operate over much greater distances without needing to surface frequently for fuel.

That could provide Seoul with greater endurance for surveillance, deterrence and anti-submarine operations.

The program has accelerated following a summit between South Korean President **Lee Jae Myung** and U.S. President **Donald Trump** last year, after Washington agreed to support processes leading toward South Korea's nuclear-powered submarine construction.

### Seoul targets the mid-2030s

South Korea has set an ambitious timetable.

Defense Minister Ahn Gyu-back said in May that Seoul aims to launch its first domestically developed nuclear-powered attack submarine in the **mid-2030s**, with operational deployment planned for the latter half of the decade or later.

The proposed program, known as **Jang Bogo N**, is expected to use low-enriched uranium rather than weapons-grade fuel.

Yonhap reported that the planned fuel would contain less than 20% enriched uranium, while uranium used in nuclear weapons is typically enriched to levels above 90%.

That distinction is central to Seoul's argument that the submarine project can move forward while remaining consistent with its nonproliferation commitments.

## But the IAEA faces a difficult technical problem

Nuclear-powered submarines present a unique safeguards challenge.

Once nuclear fuel is loaded aboard a submarine, the vessel can remain at sea for extended periods, making conventional monitoring and inspections far more difficult.

Grossi previously said the key challenge would be establishing a system capable of accounting for the nuclear material before and after submarine operations while protecting legitimate military secrets.

In June, Grossi said that if Seoul and the IAEA could establish a sufficiently strong safeguards agreement, the submarine project should not create proliferation concerns.

However, he emphasized that the technical discussions would take time because the safeguards arrangement depends on the submarine design, fuel type and operating procedures ultimately selected by South Korea.

## South Korea is trying to avoid a nuclear-proliferation alarm

The latest notification therefore represents more than an administrative step.

It is also a signal to the international community that Seoul intends to pursue nuclear-powered naval propulsion while remaining within the international nonproliferation system.

Analysts have pointed to South Korea's proposed use of low-enriched uranium and IAEA safeguards as important elements of that strategy.

The approach is particularly significant because South Korea lives next to **North Korea**, which has continued expanding its nuclear weapons capabilities.

Reuters reported in April that Grossi had warned of significant advances in North Korea's nuclear-weapons production capabilities, including activity associated with uranium enrichment facilities at Yongbyon.

That regional environment gives Seoul an additional security argument for seeking submarines capable of sustained underwater operations.

## The bigger strategic picture

South Korea's submarine ambitions are unfolding alongside a broader expansion of its defense cooperation with the United States and Japan.

Seoul, Washington and Tokyo recently began another **Freedom Edge** multidomain exercise, reflecting growing trilateral military cooperation in response to regional security concerns.

At the same time, North Korea has continued expanding its naval capabilities. Reuters reported this week that North Korean leader Kim Jong Un said a newly commissioned destroyer would form part of the country's nuclear response system.

That means South Korea's nuclear-powered submarine program is emerging against a backdrop of rapidly changing naval and nuclear dynamics in Northeast Asia.

## What happens next?

The latest development **does not mean South Korea has already obtained an IAEA approval to operate nuclear-powered submarines**.

The two sides now have to work through the technical and legal details of an Article 14 safeguards arrangement.

The precise procedures will determine how nuclear material is accounted for, what information Seoul must provide and how safeguards can be applied while protecting sensitive military information.

If those negotiations succeed, South Korea would move another step closer to its goal of launching its first nuclear-powered submarine in the mid-2030s.

For Seoul, the challenge is balancing two objectives that do not always fit easily together: **building a submarine capable of giving South Korea greater strategic endurance while proving to the world that its nuclear material will not be diverted toward nuclear weapons.**

And that is where the next phase of the IAEA negotiations could become decisive.
